We've had no reports of widespread issues, so I do believe this is simple unluckiness, rather than a glitch. That said, if you continue to not find these items, @Ereint , please let me know, and I'll pass this on as feedback internally.
Got my fingers crossed for you in the meantime. I mean, all the seals have tails, right?
