I am unable to unlock the ‘flying fortress’ trophy on the PS4 version of the game.
I unlocked the trophy on the ps5 version. I transferred my save data to the PS4 and could not unlock the trophy.
I then loaded an older save on the PS4 (from before starting the ragnarok expansion) and was still unable to unlock the trophy.

Could you try completing a main story or daily quest? This will sometimes retroactively unlock trophies.
