I'm on 1.6.2
The guard seems to have the key (see screenshot) but I cannot loot OR steal it. I cannot progress in this mission.
Reading through the previous threat I thought this should have been fixed, but sadly no.

Do you happen to have the 'Light Finger' skill activated when attempting this by any chance?
If so, please try disabling this and trying again to see if you can steal the key.
