1) Cannot Hide any armor's cloak no matter which cloak I switch to from inventory. All other armor pieces do hide or unhide.
2) Dead player's notices are relentless if within the vicinity of their corpse, which is then followed by relentless Multiple Quests Accepted, rinse and repeat so long as I am near the vicinity of a player corpse.
On PC, have the Season Pass, currently in England.

Thanks for taking the time to share your report with us. I'm sorry to hear that you've encountered these issues following the release of TU 1.3.1.
The development team are aware of an issue wherein players will receive constant "New Quest" notifications when near Avenge quests. We have an ongoing Megathread for this investigation, where we will be sharing any new information or updates. I recommend following this thread for the most up-to-date news from the team!
As for your cloak issue, can you let us know if this only happens when you have the hood up? I was able to successfully hide the cloak in my own game, but I do know that the cloak will appear again if you have the hood up. If you're unable to hide the cloak at all, even if you don't have the hood up, can you please send us a video which shows this in-game? We can then pass this along to the development team for further investigation.
I'd recommend uploading any footage to a sharing platform, such as YouTube or Google Drive, as this will allow you to post a shareable link within this thread.
