Would you be able to kindly elaborate on at what point exactly are you stuck during the quest? We've had some contacts regarding quest being not completed despite requirements met, so curious to see whether you're referring to the same matter.

It appears that this particular issue has not yet been reported. Would you please be able to share a video clip with us showing the spot where the NPC should be, and that you're unable to complete the encounter? You can upload a clip to a video sharing site such as YouTube and share the link with us in this thread. We'd like to pass this along to the game team for further investigation.
