Thanks for getting back to us with this image. Have you tried reaching -15% globally, across all islands in the region? This might allow you to complete the quest!

I'm sorry the quest isn't registering for you either but thank you for providing us with that additional information about everything you tried. Our teams are still investigating this, but we don't have a resolution as of yet. I know this is probably beyond frustrating and I'm really sorry about that.

If you have multiple islands settled, does decreasing the working conditions across all of them help complete the quest ?

Are there mods active on the affected save ?

If not, I also invite you to provide us with a copy of the save file
