This may need some troubleshooting. Have you tried a few steps yet to see if they help? What happens if you set up a Clean Boot on your PC before you try launching Apex Legends? Are you still running into the same error? You can find more information on how to set up a Clean Boot check out the EA Help website

 

Check also to see if you have the FPS counter turned on? Open Settings > In-Game > In-Game FPS Counter  and if it's on, disable it and try again. 

 

Let me know if you're still having the same issues after that.

There's no harm in doing so. Backups are always a smart move. This will guide you through that: Steam Support: Using the Steam Backup Feature

 

In terms of the overlay issues, from their help guide: Steam Support: Steam Community Overlay it advises trying a few things like: 

  • Restart Computer: We did this and more by clean booting the pc ✔️

  • Verifying the integrity of the game files in Steam. This will run through how to verify the files: Steam Support: Verify Integrity of Game Files
  • Updating all major drivers,
  • Limiting the amount of programs running during gameplay
  • Updating your operating system to its latest version.
  • Reinstalling Steam: The Steam installer can be downloaded here and reinstalled to the same location where it is already installed. Be aware that uninstalling Steam will delete all game content and you'll need to redownload them once more. 

Further down in the article, it outlines some more advanced troubleshooting steps but for now, please try the ones above. The basic steps might do the trick.

Sorry about the delay there. Only just spotted the notification. 

 

That's a really good call-out. I'm not sure if the region effects the Steam overlay itself but would explain the purchase issues. In this update: "Update on Electronic Arts titles in Russia and Belarus" EA shared this:
