They've answered this in their most recent Q&A. They are aware of the grind being a lot, even if they have made changes to it. It is known more work might need to be done to it, like changing perk tiers to be consistent across the board, but in terms of a major change there are some ideas, but nothing coming up for now. Those ideas can't be shared yet and it's for the best to not expect something within the next 6 to 9 months.

As the poster above said, it's purely RNG as to when the perk will show up in your bloodweb, make sure to get as many of perks as you can in the current bloodwebs to improve the chance of Ruin showing up for you.

So SWF will just vote up their friends, players would dodge highly rated players from the opposing side, and how to judge whether or not someone is actually that good at the game?

It's not an idea that could really work in a practical sense imo.

Some people have also reported how they avoid this from happening "it seems to do with holding movement inputs before he's fully out" Maybe try that without holding any movement inputs.

This was a bug and we did notify players that they could enjoy these extra cosmetics for a short time until they were removed.
