The translation for your language might be wrong or not up-to-date. The skill in english says "no additional cost" - so what it does is removing the hefty penalty for removing debris. (Which I believe is a flat 20 calorie penalty and hence the vast majority of the cost) And given your description that worked.

Well, I'm not totally sure why the number of other people buying that tier is affecting your personal choice of buying it, but we also have Developer Tier which is much less pricey and already includes Source Code Access. The Wolf Whisperer tier is kept since Kickstarter and is for people that do have the money and the desire to simply support our efforts in the biggest possible way - nobody needs to do that :)

We plan to introduce a lot of new blocks, but I don't know any concrete details. Half Blocks might not be possible due to room calculation, though.

You can't. You always see all local worlds, no matter from which steam account. That's not different for a lot of games, btw - pretty much all the ones that don't have player profiles like Eco.

World generation does never get updated retroactively. A new world is recommended on every major update (10.0 being the next) or update with worldgen changes. On some major updates you might be forced to generate a new world. Keep in mind that Eco is meant for 30 day worlds mainly, even though you can play totally different if you wish to do so.

Beta phase started with release of early access on Steam and in our case does not mean 'feature-complete' as it does in some development guidelines. It's a normal EA title with stuff changing and getting added. :)

No place from us other than the wiki at least. Not aware of any other place.
We try to not do excel sheets on purpose, players are supposed to find stuff out by doing and observing.
