I had mods on, after I dissabled them all the buttons started showing.

I will test later which mod exactly caused it,
But my feeling says it was because of the bigger UI mod.

Great! Glad you got it sorted. mods tend to cause trouble on patch day yeah :) Hopefully they will be updated by the authors soon!

Any major patch risks incompatibility with older saves and this one's no exception.

To prevent updating or to roll back to 1.35 -> Right click EU4 in your Steam library -> go to properties -> go to the betas section -> pick 1.35 in the dropdown list and let your game update.

Can confirm, all QoL changes shown are with the free 1.36 patch :D

A full engine update is exceedingly unlikely for EUIV. Such a process would essentially require porting and remaking soooo many things. That being said minor optimizations here and there are always ongoing at least.
