Last I checked in on this topic (Little under a year ago) no additional localization was planned.

Obviously plans change over the long term, so I can't say never but I will say in my opinion it's very unlikely any future localization will be added officially.

It's true it'd simply be easier to make a playlist and listen to it while you play the game, but I'll always encourage those who might be interested in modding to give it a try.

So with that said, if you are interested in making mods, I'd recommend the Wiki modding resources page as a good place to start.[eu4.paradoxwikis.com] In your case, you'll find a music mod creation tool here and that should be of great use :)

As of now, the DLC “Rights of Man,” “Art of War,” “Common Sense,” and the “Digital Extreme Upgrade.” are fully integrated into the base game, and should not require any sort of activation.

If you can verify that features from any of these DLC are not enabled in game, please submit a bug report at: https://pdxint.at/bugreport

Nah there whas once 2021 and again 2023 a Humble Bundle containing everything for 19€. But yeah I doubt that it will anytime soon get every this cheap.

On October 17th these DLC will be fully integrated into the game, meaning they will no longer be "separate". This is to give people a chance to finish up their save games before they are made incompatible with the additions of the DLC on the 17th.

The ongoing sale will continue until October 23rd :)
