Is it also a bug that people are getting no legendary at all? Not even a 1*
I spoke with the devs about this and responded here, but in short this isn't intended either and we will fix it for next time (along with the legendary items you do get being locked to 1-star).
Hi guys, I asked about this and it's not intended. It's part of the same issue that resulted in the event rewards being locked to 1-star. Sorry about some of the weirdness with the event rewards this time! We'll get both the 1-star rewards and %chance to not get a drop addressed before the next run of Fasnacht.

This is a bug that we unfortunately didn't have time to fix before the event this weekend. To help make things right we also added Double XP and a Purveyor Sale to this weekend too! We'll address that Fasnacht 1-star loot bug in a future update.

If you can't fix it, is there a way to turn off notifications altogether or at least remove the sound effect? It's not stopping no matter what I do now, and at level 86, I have a long way to go to find that out. I've literally have had it cycling now for a solid hour with no end in sight.
They have a fix now that is coming in a future patch!
More info is coming in Inside the Vault in just a little bit, but the Master of Ceremonies and decorations in Helvetia should appear starting at 12pm ET today (about an hour from this post). The first run of the event will start an hour later at 1pm ET. Correction: the event and Master of Ceremonies appeared all at once at 12pm ET today. Enjoy Fasnacht!

What type of data would help the most? Diag from the launcher? Time/date?
Yeah the dxdiag helps a lot, letting them know what you're doing when you experience lag or disconnects. Knowing what you're running in your PC helps too.
I have similar problem since the recent server stability fix on Patch 23.
On my steam account (game is on HDD), when I fast travel somewhere, server response is bad for 3-4 minutes straight. Non-responsive NPC's and vendors, immortal enemies and cannot fast travel/respawn for a small period of time (up to 5 minutes).

Wait... does that mean if i log into the game through the beth launcher I'd have a diff amount of atoms? If so does that mean I could log in and spend them and then go back to playing through steam?? EDIT or was this just like between consoles or something?
The atoms are on the launcher that you earn them on. For example, if you bought 5 dollars worth of atoms on the bethesda.net launcher you'd have to spend them on the bethesda.net launcher but whatever you buy is available no matter what launcher you're on. If you earned 40 atoms doing a challenge on steam, you'd get those atoms on Steam.
