On PS4 it's off by default I think
Correct, motion blur is always disabled on the base PS4 model and the option will only appear on Ps4 Pro and other platforms that can maintain stable performance while it's enabled.
However, we recognize that it can be a confusing message and will be removing it from the mode description shortly.
Update 5/23: We're doing further investigations on motion blur for all devices.

External link →My joystick continues to lock into auto run mode without me double pressing it.
I have brought this up to the team with other players reporting issues with the joystick as well. Just like the build/combat button issue, it takes an internal repro in order for us to fully understand the cause and then fix the issue.
Current videos ( This patch or within 1 patch) are always welcome and helpful when it comes to any of the issues players may be running into.

We actually weren't planning on running the mode in solos, but when it beat performance expectations we realized Monday morning (our time) that we could afford to have that version of the mode on for the planned remainder of the event.
