I don't believe what you've said to be correct. The changes we made to Delirium after its launch were all based on community feedback. If you look back, there were many occasions when I publicly acknowledged that feedback and we further acknowledged it by implementing reasonable changes.

Blocked hits are still hits. However blocking prevents some on-hit effects.

The general rule is that blocking prevents the attacker's "on hit" effects (from stats, not including things skills actively do when they hit), but not the defender's "when hit" effects (because preventing those could make blocking a negative thing for the defender). The game has followed those rules (to the extent we can make it) for many years - I am surprised this hasn't made it to the wiki. It looks like 'count this as a recent hit' might currently be implemented in a way that groups it with the first set, and thus not occuring on block, which would definitely be a bug.

I've made a note to look into this, but the first step is going to be talking with designers about whether this distinction should continue at all - I've never been super happy with blocking preventing some but not all on hit effects, and with stuff like Glancing Blows in the game, I think it would make ...

Constructive end of league reviews like this are super valuable - getting feedback once everything has been consumed in its entirety is something we generally get a little less of as opposed to first reactions. I watched the whole thing, absorbed the content and have created a summary of the key points to share with the team. No big surprises in terms of feedback but taking a moment to reflect on a everything as whole once it's basically wrapped up is pretty worthwhile. Thanks, Mathil!

Unique maps losing their Awakening Objective completion is unintended and will be fixed before 3.11.0.

FYI you don't need to use a legacy Vaal Temple to re-complete everything; any legacy T16 will do.

P.S. using the Map Stash to migrate your old maps to the current generation of maps means (by definition) they are no longer legacy maps and therefore will not complete your Atlas.

The Strange Voice and its realm of horrors will become a part of Path of Exile's core in the upcoming Harvest expansion. You will start encountering the Delirium content from the Torched Courts in Act Five. Once you reach endgame maps, you will be able to increase the chance of Delirium encounters by adding other league mechanics to your maps. As for Cluster Jewels, you'll now have a greater chance of finding them through Delirium encounters, tied to the number of rewards you earn during that encounter.
