It's been stated multiple times that 3.9 is not 4.0 and we could have several leagues (3.10, 3.11, etc) between now and 4.0
Just popping in to confirm this. 3.9 is not 4.0 - also it would be crappy to say, “Hey, you’re getting two things come to NZ and see them - jokes it’s one thing.”

You don't need Twitch Prime in order to be eligible. Twitch Prime Drops is just what Twitch would like us to call it.
If it says you're not eligible then you should try unlinking / relinking. If that doesn't work then contact [email protected] and they'll try their best to help.
