The suggested solution was to try basic connectivity troubleshooting step.

Some would say a simple reboot of your system fixes this problem. Some say to restart Steam / Ubiconnect. Some say to not play at all.
There doesnt seem to be a definite fix. Do this mean that there is a legitimate bug for the queues? If there is a bug, why hasnt it been addressed?
When will it be fixed.

I just wanted to test the queue last night.... 45 min queue time with no match. What is going on here?

Hi @maup1n-0 I'm sorry to hear that you are experiencing long matchmaking times in Rainbow Six Extraction.

We have received reports of players who encounter long matchmaking times when cross-play is disabled.  

The development team has been made aware of this issue, and they are currently investigating it. Could you please make sure that cross-play is enabled?

If it is already enabled then could you please go through the connectivity troubleshooting if you haven't already done so and also try forwarding the ports.
