Every time I boot up the game all my video settings seem to reset, this includes forcing fullscreen and HDR while I usually play borderless.

In most cases, this is resolving by running the game with administrator rights - this makes sure the game has the correct access to properly save your chosen video settings to you system, so it can retrieve them next time. Please also make sure you've updated your graphics drivers and operating system, you've verified the game files, and you don't have any unnecessary background programs interfering with the game (such as system or graphics optimisers).
