[2022] black screen while in menu/mission operator selection

I have this issue whenever i am in character selection before a mission starts or simply browsing in the menu but never when while playing a mission.

My pc is not responding i have to manually reboot
Also i do not have Vulkan or DX12 option to start the game, any suggestions?
i7-7700K CPU @ 4.20GHz
Windows 10 Pro 64-bit (10.0, Build 19044) (19041.vb_release.191206-1406)
AMD Radeon RX 5700 XT

Thank you for providing your system specs. Do you have the game on Ubisoft Connect or Steam?

In order to troubleshoot this can you also try the steps here?
