I gather from your post that by menus, you are referring to the Ubisoft Connect overlay (the one opened with Shift+F2 while in-game) - is that correct?
It's great that you've already performed many of our troubleshooting steps, but unfortunate that they haven't helped. Can you please make sure you've fully updated your Windows install itself, you've checked for background programs that might conflict with the game (such as firewalls or graphics optimisers), and you're running Ubisoft Connect and the game with administrator rights.
