Sorry to hear that when you disable team names in game they still appear for you whilst in Vulkan.

The video you provided was incredibly useful as it clearly showed the issue.

Can I check whether you encounter the same if you make this change in the main menu, restart the game and then with this setting still applied start a game?

I appreciate this is a frustrating issue, and players would like it resolved soon due to how long it has been going on.

We don't have any further info I'm afraid, but we'll be happy to update players through our patch notes once we do. We also take the feedback onboard regarding how general some points in the patch notes can be, and we'll work to improve that!
