It's a common occurrence when Plats and Diamonds rarely play Quick Match. The mode uses a hidden MMR system so for someone who plays a lot of QM and gets wins, their QM MMR will rise. For high elo players who grind Ranked, their Quick Match MMR won't rise, which provides a greater chance for you to come into contact with them if their QM MMR is within 1,000 of yours.

I'm not always recording when I play the game and I can't remember his name but we seriously need ubi to let us know when someone we report in game gets banned because as of right now no one I've reported has been banned
If you are signed up for emails from Ubisoft, you will get an email notification letting you know that someone you reported has had action taken against them. Although it will not tell you who exactly and for what, you still get notified that something did happen after your report.

I'm not sure where you saw either of those statements, but we should have never mentioned an ETA for the fix because we do not have one. It is still being investigated by the Uplay team, as it is an issue with the Uplay overlay itself.
