My suggestion is based on reputation system (since devs announced they are working on it). Players with a bad reputation can't initiate kick at all, only voting. Those with a very high negative reputation are either banned for several weeks or have a separate "penalty queque" where they are playing with people like them. A month later they can be promoted to bad rep until their first intentional griefing.
"Good rep" players can vote to kick, but in case they kicked another good rep player without negative points earned that match, I suppose everyone voting "Yes" should be affected by reputation loss as well. Ofc reputation should be hidden, so people should kick another player for his toxic actions, not because "he's already bad, so why not". Gri...
