You need to boot up rocketleague on your xbox - signing into their services from that platform helps them determine which DLC items you own (and can get transferred)

It sounds like a file may be corrupted. Have you tried verifying your game install? You can do this by going into your Library and clicking on the three dots on the Rocket League listing. That will open a dropdown menu where you can select Verify to check if Rocket League is installed correctly.
is there a fix to the octane decal bug where it makes the painted octane look black with certain decals? (dune racer is one example)
Not in this patch but we should have this fixed in the next update!
