I think this was the case for many until we made some changes within the last few hours (of this post). While rate limiting is in effect, you should not get an infinite hang. If there's any delay, it should only be for seconds, in most cases.

Hi all, we have a few things we want to talk about after this week’s update and changeover to Season 3

PsyNet: Increased traffic tied to both the start of Season 3 as well as the new Trade In page led to some instability within PsyNet this week. This is why we cancelled several Tournaments yesterday, and why some services like Trade In were temporarily turned off.

Tournaments are now back on schedule, while some services including Trade In may be rate-limited. If you see an error message when attempting to trade in five items, please wait and try again in a few minutes. We will eventually lift the rate limit once Trade In traffic has settled down.

PsyNet is getting hit pretty hard right now with everyone on for the start of the season, so there may be a few things in-game that hit a call limit like this as we work through the situation.

Rewards tend to distribute over the course of a few hours post-start, and with everyone hopping on for the start of the new season this morning, that may be slowing the process down a bit.
