Hey Devin, can you provide any update on this issue? I submitted a ticket on the RL support site and they're saying that it IS intended, "to avoid colliding with other game audio." If this is the case, I'd like a refund for the goal explosion because nothing about it in the item shop made it clear that the voice effects don't happen when a goal is scored. Also I don't understand their explanation at all, there are plenty of goal explosions with multiple pieces of audio (Big Splash for example).
After looking into it further, we decided to keep this audio cue off when a goal is scored (except for the replay) because it would overlap with the arena-side audio cue that plays when a goal is scored.
For refund requests, I would either re-engage in the ticket you mentioned and ask there, or start a new ticket asking about refunds if the previous ticket is old. Thank you!

Was this match in an EU server earlier today? We took servers in one European data center offline as there was a larger issue with the DC affecting our servers there.
In case you missed it, our Fan Rewards system is moving to a time-based system using Twitch's new Drops Campaigns! Today's Ford + Rocket League Freestyle Invitational (which is live right now on Twitch) will be the first broadcast with the new Fan Rewards system.
You will earn one Fan Reward after watching for an hour and another after three hours of total watch time during today's broadcast. Different streams will have different rules on how to get Fan Rewards, so make sure to keep an eye out for updates!
