Give it a few minutes, try to restart the console in a few moments and it should work! :)

Stellaris: Console Edition Utopia expansion has started rolling out and by our stream at 17:00 CEST it should be live in most regions. :)
If you're a Deluxe Edition owner, you should download the DLC manually from Deluxe Edition's page in the store. No need to buy it again! :)
