Try turning off any 3rd party control software you have, these seem to be causing issues for some.
For example sometimes there's software emulating 7.1 sound running in the background.

It appears just by your health bar iirc, and there will be a prompt to hold F (or whatever your interaction button is) to trigger it. Once you succeed there will be an animation of you firing the gun and a message saying you've called for reinforcements :)

Fullscreen. I'll try borderless now. I'm on the latest drivers and there is nothing else running in the background.

No worries, SHD spent on weapon mods can be a worthwhile investment then! Stability overload and turn a weapon into a laserbeam ;).
Chem launcher has pretty quick heals, heals in a pinch behind cover are solid. (Recharge is fast)
Yup! Tonight's session will be all about getting some more skill points so I can unlock more variants and experiment.
FYI World Tiers work slightly differently than in The Division. Once you reach a new WT you can no longer downgrade to a previous tier.
Are you playing in Fullscreen or Borderless Windowed? Try the latter, it solved micro stutters on my end.
Also make sure you are on latest NVIDIA drivers, should be 419.35.

I feel bad for people who live in areas the US that don't get extreme but safe weather conditions....you can't pay for a movie as good as a south west thunder storm.
Thunderstorms in general are kick-ass in the US. One of my most vivid childhood memories is travelling down the highway past Rice, MN and watching a massive thunderstorm roll by in the far distance.
To a Swedish kid it was mindblowing that thunder could be so intense and frequent, that kind of extreme weather doesn't exist here.
Never let the shield break, put it away before it does and let it slowly repair. If you get behind cover the chem launcher repair will heal it up too.
Game has some cool talents for sure ;).

Dude, I suck at the game so far, no need to apologize. Love how the guns handle but been playing APEX so much these last few weeks that any recoil makes my brain turn upside down.
Gotta unlock the Chem Launcher next, the repairing hive isn't as efficient as I was hoping in solo situations!
This is the intended design :) Enemies can't see you either, by the way, so use heavy weather as a way to sneak real close and get the jump on them!
This is what my bum rush shotgun build needs! Can't wait to be specialized enough to be able to out-aggro enemies :D
