The time is listed in the infographic you posted.
It'll move back an hour UTC, which would return it to its previous time of 7:30pm EST (6:30pm CST).

Note: I corrected the previous posts to say 8:30pm EST for tonight. I've lived most of my life in the EST timezone, so moving to the CST timezone me hits harder some days than others.
It's 8:30pm EST for the NA time slot tonight. It factors in the timechange for the next "clan battle week" which starts on this coming Wednesday.
In effect, the 4 clan battle days of this week (Wed -> Sun) are staying "the same" in terms of UTC time for consistency across all countries, since not all countries use Daylight Savings.
We released a DevBlog describing our plans after implementing Random Operations and observing the results.
You can read that here: https://blog.worldofwarships.com/blog/396
We had activities that were Update specific which supported the Update Content. Update Content in 11.8 was Random Operations.
We typically have supporting missions for our Update's content focus, such as missions for Airship Escort while it was an Update activity.
Please reach out to Customer Support and describe the situation. Perhaps they can look to apply it if the coupon appeared later than it should have?

It could have been that it released after you played a game or few. Still, please contact Customer Support to see if they can be of assistance.
Title/OP looks to have been confusing.
OP was mentioning the Early Access events usually reward a ship by now. Players were reading the OP as a complaint that a ship wasn't available, though it was/will be depending on play pattern.
The topic looks to have been addressed, so I'm closing this down.
She's in game. You can look at her in the armory and see her stats by using "Show in Port".
You can also find her on the wiki: https://wiki.wargaming.net/en/Ship:Alliance
Doth I dare to? Could I but try?
Yes. I shall endevour to stop this meme war.
With my Lock and my Post, I shall stop it.

Bait threads can be fun, but this one was never going anywhere. The train to nowhere has been stopped.
When completing collections, you may get Duplicate (parts of the collection you already own). You can use the duplicates to purchase the unfilled pieces by clicking on the greyed out piece.
Have you tried that yet? If so, please contact Customer Support to let them know of your issue.
Yes, though there is more to the DevBlog. I did an explainer video which people have said we helpful for them.
If you'd prefer a different face/format, I also did a discussion with CC ClydePlays over the DevBlog. It covers the same ground, but it's a 2 person conversation and Clyde made some better-than-paint pictures for his YouTube version of it!
You can't recall messages which have faded over time. However, we do retain records of in-game chat.
Send me a DM to describe what happened.
The mod shows if the torps fired are homing torpedoes and if they are actively homing. That's useful information which can help, certainly.
If you want to see specific cut-off distances, they are listed on the Wiki: https://wiki.wargaming.net/en/Ship:Torpedoes#Acoustic_Homing_Torpedoes

Steel is obtainable through in-game activity. The Free Battlepass provides up to 1,200 Steel in this Update alone, so the amount is very attainable even outside of competitive activities such as Ranked or Clan Battles.
Boggzy is handsome, funny, and great at punctuation. :D
The Steel may certainly stand out, but the amount is quite low. For the purposes of clarity, completion of the Campaign yields enough tokens that only 1,200 steel would be used in seeking the Brisbane.
It's easier to see from above. When using the ASW Airstrike interface, it's more noticeable because of the height of the camera. It can also be seen from the side when close enough or having enough angle above the water to discern it.
If a Sub is moving left-to-right relative to the line of travel, the sub would have displaced from it's position should ASW appear. Still, the bow of the marker would describe the line of ping travel.
If a sub was stationary while pinging multiple vectors, it could give its direct position away. "X Marks the Spot"
@Wolfswetpaws Nice drawing, but I do believe that is incorrect.
The Ping Indicator has a bend which indicates the direction that the ping is being fired in. Also, the indicator will be placed along the line of travel of the ping, though it can be appear in front of or behind the sub relative to when it was fired. The marker would not appear "beside" the sub, only on the line of travel.
