Because people have trouble fielding 7 dedicated players multiple nights a week. Mercenaries allow for clans that are down a member or few to play with some friends from other clans, members from sister clans, or to pick up someone that's looking to play.

Brawls:
The matchmaker is concerned with "# of Wins" in the current Brawl sprint. So a player with a 10-0 record could be matched with a player which has a 10-10 record. The 10 wins is the main point of comparison.
Ship Nation/Type is not factored. One team could be 3 battleships while the other is 3 cruisers. The ship makeup is quite random and will follow the constraint of the brawl (Tier requirement, maybe it's a 3v3 but max 2 Battleships for a team, etc...)

The amount of player-queues that are involved in Random Battles alone is rather staggering. We do offer variant play in Brawls, Ranked, Operations, and Clan Battles. There are also temporary events which can offer specific situations to play in, too. The recent Hot Tub mode had no CVs or Subs, for instance, and was a basic format for play.
Also, Training Rooms are free to access and play. An entire tournament which has become a global phenomenae and has a many thousand dollar prize pool is run completely through Training Rooms with the format chosen by those running the tournament. Homing Torpedoes - .5 km arming distance
Unguided Torpedoes - 1km arming distance
Premium ships are:
Tier 9 and below
Have reduced Service Cost
Have increased Credit Earning
Come with the Bonus Package Enabled
Special ships are:
Tier 10
Have reduced Service Cost
Come with the Bonus Package Enabled
(which has a higher-then-other-tier credit bonus)
There are similarities, but Special ships get extra credits from their Bonus Package compared to other tiers, but they don't earn have an improved credit earning multiplier like a Premium ship would.

You would need to pay for at least 5 stages. If you pay for the Battlepass and receive 3 from that, you would still need to purchase 2 more stages. You could do this directly or with one of the starter packs.

This oft-repeated narrative is why even a 1v1 showing that AA is not useless is still useful.

As for a temporary solution that may help:
Try turning off Game browser hardware acceleration in the game settings. It was reported that this could help players with older graphic cards that are having issues with Dockyard, Armory and other areas.

It's just the normal process and was quite literally done even a few months ago.

Questions like these aren't infrequent as players are used to Mission Completion = Reward loops. In the case of the Dockyard, the missions are more for tracking progress while the Reward is in another area, so it's something to explain due to the differences in the foundational loop.
