The mission was acting up, so altering the reward to a choice state corrected the problem. It does look strange, but it was done to save humanity in its darkest hour!

Trying to go off memory here.

The Brisbane was available through F2P grind (missions chain + in-game resources)


Rio de Janeiro and Jarua were both Premium Ships that were grindable during 12.2 via the event tokens


Tashkent '39 was available for in-game resources (credits/coal/freeXP) in 12.3

There were other ships which became available for resources like Coal or Resarch Points, so those are also worthy of consideration.

It's been mentioned before, but ~90+% of players in Free-to-Play games never spend money. At all.

The Kleber CLR can also use the upgrade. Adding a second compatible ship caused the Armory to go a little strange, so the Kleber's Unique Upgrade section was adjusted!
