It sounds more like a mod that's partially broken or has some bug. Best place to start is to check your mods against this list of known broken and incompatible mods. Make sure to check all relevant tabs. :)

Each road has specific settings for how different stops will look for them, so if a road isn't set to have a shelter, it won't have one. But you can always add a shelter yourself where you want it. For that, you just need the mod Find It and a shelter prop, like the one you linked by clus. Then use Find It to find the prop and place it how you want it at the stops you want to have shelthers.

Has that always been the case for that save? I ask because disabling a mod doesn't remove the effect it's had on a save. So just making sure that we can exclude mods as having an effect on this. :)

I know it can happen in the unmodded game if some airports are too close to each other, and it can happen if they are in certain specific spots in relation to the invisible flight paths that cross the map. The easiest way to test if that's the case, would be to move the airport to a new location and see if it still happens there.

It looks like your game is running out of memory. To fix that increase the max size of your pagefile to 32GB.

Trams are content only available in Snowfall, so if you don't have Snowfall, it makes sense that you don't have trams.

The output log is way too long to copy into comments here, so you need to upload the file somewhere and link to it here, so we can download it and look at it.

You can't do what you're trying to do without mods. It would create 2 intersections really close to each other, which is a bad idea in this game.

You could use the curve tool to have it curve just at the end and connect to the existing intersection. Or you could just leave it as a dead end like it already is. Those would be my recommendations here, as the 2 super close intersections would cause you traffic problems.

Are you using any mods? Or is this happening in a city without mods (not counting the mods that come with the game, like Unlimited Money or Unlock All)?

Always make sure to disable any mods you don't absolutely need when using any of the editors. Most mods are made for the simulation, and they do not work right inside the editors. You might simply have a mod, that has messed with the map file as.

If you don't need any mods for the map, then using the launch option -disableMods is the easiest way to do that. If you need some mods and assets, but have a lot installed, then it might be worth setting up a 2nd Steam account and only subscribing to the mods and assets you need for the map on that one. You can use Family Sharing to share the game with that account, so you can swap between 2 sets of workshop subscriptions.

With no mods or just the ones you need for the map, try opening it and see if that works. If it doesn't, then it's possible the map file has been messed up by mods, that shouldn't be used in the editors.

Ah, so you're also changing the type! I completely missed that in your post. That changes a lot of things, as that's generally a bad idea to do with Ploppable RICO. I haven't tried it with the new one, but the old version of the mod couldn't do that reliably.

If you don't have any other buildings, you have RICO settings for, then the easiest way to reset them, is to delete the LocalRICOSettings.xml file (go to local files through Steam to find it). If you have settings for other buildings you want to keep, there are 2 ways to go about that.

You can do it in game through the settings panel, which will be easiest if you remember the names of the buildings, but you can also just browse the list until you find them.

Looks like you might have Citrix Workspace installed. It doesn't work with Unity games, like Cities Skylines. See this thread for some workarounds that will hopefully work for you.

The tram tab should be next to the trolleybuses - it's just been pushed over one space.

If you don't see it anywhere, try verifying game files and making sure the Snowfall DLC is enabled in your games library.

Oh, I think I missed that you were looking to dublicate them. In that case Building Theme's clone option would be a solution. It needs to be enabled in Options (and you might need to restart the game before you can clone). After setting up the clones for different levels, you then need to restart the game for the clones to be loaded. But once that's done and set up, you can have those growables for any level you'd like.

Does it happen on just a specific save or also on a new game?

I see a simulation error in there and an error from the Pedestrian Crossings mod. The SafeNets mod should be able to fix that (Loading Screen Mod's option to recover from simulation errors might also do the trick).

This asset is failing to load - probably due to needing Larger Footprints mod.

Interestingly there's no crash in the log, but if the simulation error caused it, hopefully SafeNets/LSM will do the trick. :)
