Oh, that was not what I expected at all, but that definitely looks all wrong. :S

What if you do a test on a new city? Does that also look weird or is it just this save?

Those temperatures also aren't good, especially the CPU heating up without being overly used. If you haven't cleaned out your computer recently, then maybe it's time to do so, to make sure everything is able to cool properly. It might not be related to your stuttering, but temps in the 90s is an issue in itself that needs to be resolved.

Is it on a default map or a workshop map? And can you upload the save, so we can take a look? To do that, go into Content Manager, find Savegames, find the save and click the Upload button. Then post the link to its workshop page here.

You cannot change the base theme (or environment) of a map without mods. The only way to do that (and play a Temperate map as European for example) is with the Environment Changer Mod.

For traffic it's also important to understand, that vehicles always take the fastest route to their destination, and that they don't pay attention to traffic. They work kinda like if you have a GPS or Google Maps calculate a route for you to take - they don't see other cars and only change lanes when they need to make turns (or avoid turn lanes).

Add the launch options -noWorkshop and -disableMods (make sure they're spelled exactly like that or they won't do anything) to Steam and start a new city on one of the default maps. Does it work? If yes, then it's a problem with a mod you have installed. If no, then try resetting keybinds for the game as well as try the key options to rotate (in case the mouse is dying).

Adding to what jecleworth said, you enable the report in Options for the Loading Screen Mod. There you can also see where the report is saved and change the location if you want it somewhere else.

Keep in mind though that missing assets are only a problem if you want them. The game works just fine without and sometimes it can be a good thing to have missing assets. Everything you're subscribed to is loaded and uses memory. Not subscribing to a tree or a prop that you don't care about lets you save memory for other things.

I have about 500 missing items every time I load, which is trees that don't fit the city I'm making or props I don't really like. And that lets me have a bunch more assets that I really want instead. :)

Try logging out of Steam, shut Steam down completely, restart Steam and log back in. That usually does the trick.

Make sure you have the exact spelling for -disableMods as it won't do anything if it isn't exact.

Crashing could very well be your game running out of RAM. And easy way to test that is to also add the launch option -noWorkshop so the game runs as complete vanilla. If it runs fine then, the crashing is likely due to running out of RAM from having too much workshop content.

If you haven't already set a nice large pagefile, then I recommend doing that. Setting it to 32GB helps the game run much smoother and results in less crashing. This guide explains how to change the pagefile.

Hmm, that could very well be related. Could you try and trigger the error and then upload the output log from that attempt? With a bit of luck that error will give some idea of what's going wrong.

^ This. The easiest to do is definitely a) where you just make more direct or faster routes, but changing speed limits on roads can also help (when there aren't a lot of other faster routes than the one you want them to use).

Hmm, can you grab a screenshot of that? If you mean what I'm thinking of, that would be the LOD for the road showing when it shouldn't, which would be very strange. :S

Since things did change, it might be worth unsubscribing Theme Mixer 2 temporarily to see if that plays a role. I would unsubscribe and not just disable, as that's the only way to be sure the mod isn't doing something.

You should remove Fine Road Tool. Probably not related to the black rocks, but the original FRT is broken and conflicts with the newer Fine Road Tool 2, which you also have.

More Beautification is also at least partially broken. You should remove it as well.

These 3 I recommend unsubscribing whenever you aren't using them in the editor. They are really old and not working great, and they were never made for the game itself, just the editor.
- Building AI Changer
- Asset UI Category Changer
- Asset UI Priority Changer

I see a few local mods, which I assume are theme mixes for Theme Mixer 2. Try disabling these (or move them out of the local mods folder to test without them). They are:
- Central3
- Tukituki
- Wairona

Best place to start with mods is to compare your mods to this list of known broken and incompatible mods:

If you have Green Cities or Sunset Harbor, then there's the recycling center or the waste transfer facility (combined with the waste processing complex).

So, you fixed that already?

Make sure you aren't using the Loading Screen Mod to skip any buildings, and make sure the European Style is enabled in the Content Manager under Styles.

It depends on how you do it. Banning trucks with TMPE could work. What you don't want is to completely disconnect the airport from the rest of your city, as that will cause problems with service vehicles. The game doesn't really understand that things can be unreachable and will try to spawn things that can never get to their destination.

Though if your setup is efficient, then you shouldn't have too many trucks spawn. The game will always send things through the fastest route - so as long as rail is faster, it will be used. Since trains have higher speeds, it's often about making the rails fairly direct, then they become the most efficient way to transport goods. :)
