The surface is what you stand on. You will notice that the dirt player stops after a few blocks down, no matter if you're on a hill or not.
The distribution really has not changed much since A17. Couple minor tweaks here and there but this old screenshot is still completely representative.
There are still large "empty" spaces between ore veins so digging down at a random spot is not a guarantee to find anything but rocks.

It's kinda impossible to balance.
We have a lot of small boni affecting block damage but the end result is rounded down massively to "number of swings".
There will always be situations where bonus XYZ "does nothing" when looking at a specific block type.
Long ago I had suggested that the "wasted damage" would carry over to the next swing. That way even 5% more block damage would be guaranteed to "do something".
Never got any traction, though.

Well, that's false. Armor does not increase the stamina used on cutting trees.
You can make them genuinely different items. Then the "previous tier" item is a tangible item and can be an ingredient.
Either that or code it the way you want it.
Or you make only "the tier mod" craftable. Then you install the T2 upgrade mod and it has that power, just not the colour.
Mod the items so that when used they kill the player and the armor does -1 HP per second. =P
Long story short: It can get your game auto-banned in several countries. Not worth it.
If you do not have a base_set then your perc_add increases a value of 0 by 20 to 100%. Do the math...
