Hi There! Apologies for the delay in a response. I'd like to assist in getting this sorted for you. I have sent you a private message here on Reddit. Thank you very much for raising this and looking forward to hearing back from you.
I asked the developers and they said there is no record of the cape stats having ever been changed. The poll blog that the cloak came from only mentions the set will now include a cloak but does not include the stats of it.
The special attack missing was not intentional and will be placed back on the weapon as soon as possible. I brought it up over the weekend and was told this is not something we can hotfix unfortunately but that it will be fixed for Thursday's game update. I'll bring up the rune saving effect this morning when more people are in but I'd imagine it's in the same boat as the special attack.
We will not be doing a rollback for the LMS stat boosting bug. This has been hotfixed and we will be investigating the players that abused it.

PvM will remain unchanged. The line-of-sight changes apply to PvP only.
Is the helm gonna have any negative attack bonuses on mage/range?
