The point of Eco is not to represent maximum realism, but to provide an abstraction with balanced gameplay, that sometimes just makes it necessary to do things differently - this is the case here, we wanted the machinist tables to require power in a way that windmills and water wheels cannot easily provide, so the use of a steam generator is required for that.

Your second comment is based on electricity, e.g. electrical power. The wind _turbine_ and solar panels are suitable for that and still have sufficient energy output, but with the Industrial Generator there is a high power dirty alternative. It is intended to be like that - players need to choose if they want to pay more and push tech further to avoid that or use the cheap energy that has negative effects. That's the point of Eco.

You need to place the country foundation in a way where it's base influence of 150 covers both towns to 50%.

The influence is increased by gaining culture through pictures and reputation and to some degree public bathrooms, this system will be expanded with more community centric activity options later on. You can configure the base influence in Settlements.eco as well if you just want to increase the base influence. You cannot claim outside of influence, that only works with legacy governments and SettlementsEnabled = false in Feature.eco. Note that a world that at any point had Settlements enabled cannot turn it off, one needs to create a new world for that.

That works as intended. The windmill and waterwheel are for the very first basic mechanic power generation - for the bigger crafting tables of the machinist professions you are supposed to use the steam engine for powering, hence the values were rebalanced this way.

The requirements for mechanic power were changed notably, waterwheels and windmills now only provide a very low amount of power, while the steam engine provides a lot more.

That is a known issue with "randomly generated" worlds that will be adressed in the next hotfix. For the meanwhile you can use the default world or start the dedicated server executable manually to create a random world, then load the world from the ingame client.

You can change these settings via the server ui to become effective immediately or via configs, then you need to restart the server. You do not need a new world / savegame, other than when you try to disable the settlements system completely - that does not work on worlds that had them turned on at least once.

The voting system is a legacy one from back when Eco was created for educational purposes and required the web ui for classroom usage. We do plan to move voting ingame as well.

Yes and before that Update the setting only worked in worlds with settlements off, which is only the case for migrated worlds from 9.7 or dedicated worlds that were made that way, but not newly created singleplayer worlds.

Absolutely, you can configure everything about the settlements system in Settlements.eco

It is easiest to edit it via the server ui when you start the dedicated server executable, as that will show descriptions for the settings, but the requirements are set here:

There is currently a problem with worlds not being created when "random generation" is selected, you can work around by starting the dedicated server executable manually to generate a random world (in steamapps/common/Eco/Eco_Data/Server) and load it from the client. We will fix the issue in the next hotfix.

As for unity crashes on first launch, those are so far all caused by older cpus that do not support AVX2 / SSE4 instruction sets and below our minimum requirements. We are working with some affected users to find a potential fix - all info and updates for that are posted on our discord, as we need direct contact: https://discord.gg/eco

The issue with missing claim papers on levelup for singleplayer will be addressed with the next hotfix, note that you do not need to claim anything but your house for housing bonus in singleplayer. Feel free to let us know what other changes you have problems with in singleplayer - but make sure you use NoCollaboration preset for difficulty and changed the settings to your liking. You can configure everything from resource cost multipliers to skill gain speed for your sessions :)

The steps mentioned above do _not_ work, the line was removed from Balance.eco and moved to Difficulty.eco in preparation of the next hotfix that will address the problem, so singleplayer will receive claims on levelup. Changing it in Difficulty.eco doesn't do anything currently either, please have allow us a bit more time for the next hotfix. Sorry for the inconvenience.

You can also spawn claimstakes and claimpapers in the meanwhile via /give. You do not need to claim anything on singleplayer, though - only your house for housing bonus and some machines like the Sewage Filter.
