As it look as though the F-4E is your only Rank VII, I would also recommend trying the F-5E as well as some other nations Rank VII as this will provide a good overview in general.
It really has nothing to do with "American players playing better on average".
The classification of "all aspect" does not mean all all aspects are the same. The R-60M has a 2km all aspect lock. Thats extremely limited still for jet combat. It also does not compare at all to the closest US analogue, the AIM-9L as thats far ahead in terms of performance. So the fact two aircraft have an all aspect missile, without the context of what those missiles are or do, is a rather meaningless comparison.
It was not only "balanced through statistics". There were multiple topics on both the .com and .ru forum, youtube videos and other mediums on other platforms all giving feedback on the MiG-23, all backed up by those statistics too.
R-60Ms have improved the MiG-23s situation, but the comparison of the R-60M with the "all aspect" missile most other nations use is simply not relevant at all. The US still has aircraft performing at the very top end of aviation.
Only the MiG-23 and MiG-27 have R-60M and they received them as the MiG-23 was bottom of the efficiency for all top 11.0 aircraft. Whilst many of the US ones were at the top.
The reward system functions for useful actions in battle operates as follows: every 15 minutes, scoring occurs for useful action for the specific aircraft, as well as after the loss of an aircraft, or by the mission end.

Germany has both the F-4F and MiG-21MF with AIM-9J and R-60s respectively. (As well as also the F-4F Early if you want to count that).
Italy was given the AIM-9J for its F-104G and 104S based on the fact Turkey and several other nearby European nations did so on their F-104G and S's without modification. Factoring in that without this, Italy would be without any top tier aircraft for some time, it was done for game balance using those grounded factors.
The German F-104G is however not in such a balance situation and not in need of them currently. With Germany already having 2 other (Or 3 for some) top missile jets.
It depends on what's ready to show really. That's the most important factor.

The time it takes to review and process reports however is no reasoning, justification or any grounds to break legally defined permeameters in any way. We will always entirely reject any such documentation and resolve the matter with any legal requirements.

Sweden just had the J35A as a Rank VI premium jet. There wont be another this update. That is certain.
Its not for us to clarify what each government / authority allow. Put simply, we will not handle, pass, or allow any form of classified documentation / source and we will follow any legal procedure that follows said documentation. Unless clear authorative approval is posted that the source is not classified, we will treat it like it is and act on it as such with the necessary process as per any legal perimeters or requirements.
