The update is currently going through the stages of being rolled out and it may take a little while for players to start populating as they have finished downloading their own updates :)

My Battlefront II copy is the Polish version which only has Polish language, but CE upgrade lists all languages (including English). Would purchasing the upgrade add support for other languages or will it be stuck with Polish only still?

Your language would remain as Polish only, it's an SKU thing, not an upgrade thing unfortunately. The upgrade adapts to the initial SKU that you purchased, which in your case is a Polish / Russian variant, I believe.
Unfortunately, you won't be able to gain the pre order appearances through the Celebration Edition / Upgrade. Sorry!

If I get the Celebration Edition through Origin Access Premier - what happens to the unlocked skins if my subscription runs out?
Those skins would become locked once again until you decide to renew your subscription or purchase the upgrade.
