Hello! We are aware of it and its now on our Known Issues Trello :) If you or any one experiences it please create a case with support.ubi.com and mention the stuttering issue. If you can include your msinfo and dxdiag that would be useful.

The site is working for me, maybe try a different browser to see if that resolves the issue. You can also message Ubisoft Support on Twitter/Facebook who can help you further. The best way to process would be by going through our support team, but feel free to message your case number once it is created!

We are performing server maintenance at 3:30 PM ET / 19:30 UTC with 15 minutes expected downtime to resolve issues of players not connecting to their nearest datacenter. Players who have experienced high ping in game should see a marked improvement after this fix. Note that because we are now prioritizing optimal network latency, you may experience matches with less than 99 players depending on time of day.
