I'm sorry to hear that you encounter an endlessly spinning loading screen when you attempt to create that support ticket! I do still recommend reaching out if you can, especially since these are duplicate purchases. To get around this infinite loading you encounter, I recommend giving the steps located here a try so that you can get that ticket created.

Hey there! I'm sorry to see that you're unable to find your purchased copy of the game in your library! It's possible that the game is just hidden, so I recommend giving these steps here a try to see if you can unhide the game. If that doesn't seem to work, could you run the Ubisoft Connect app in admin. mode?
