I think the issue is the whole merit/outfit loyalty loss from leaving an outfit. Seeing as the outfit wars cycle is over, removing this would solve the NSO outfit issue of leaving outfits via NSO.
If you remove the outfit loyalty/merit loss upon leaving, I think the new system won't really have any flaws.
This is something to consider. Could be specific to NSO given the nature of the faction, if it came down to it.

To clarify some of the points, and share rationale behind the design.
Membership is required to join an outfit as NSO
This is true. On Live, you can't actually play your NSO character unless you have membership, so effectively nothing here changes for veterans.
People who stop paying for membership have to get kicked from their outfits
You do not get kicked from your outfit when your membership has ended, but currently lose access to outfit chat and war asset access. Losing access to the outfit coordination, basically putting you in robot jail, is to prevent players from playing for both teams at the same time. Example: You're in a TR outfit, but your outfitmates are fighting for NC. This doesn't represent the behavior we want to see in-game.

I can continue to give reasons why this auto join feature is not good for the game, but I feel the points listed are enough to warrant serious concern over this mechanic.
When it was first introduced, we saw an uptick in retention for new players and less churn in the first few days (a small, but important bump.) Even now, this feature hasn't been shown to hurt us according to the numbers. This is possibly due to new players falling into helpful squads more often than not, or for other reasons. But I think we all know that landing in a dead squad feels bad.
While feelings alone aren't a great basis for decision making at this sort of level, I agree that it should be disabled (made an opt-in instead of the default,) because the landscape overall has changed a lot since its introduction:
Symbiote now correctly ticks health when redeployed, though it ticks much faster than it says on the card. At level 4 it's ticking every 10 seconds and the fourth tick ticks for 199 (from 200 to 1 health).
After the first tick, it begins eating at you every 10 seconds. This is intended.

Facilities are not in the API yet, so you can't get outfit resources for its capture
Currently a bug with those bases not providing outfit resources at all, still working on it.

I had reported this specific wall issue, on the PTS using /bug. They had ample time to fix, and decided to push live anyway.
This bug was fixed on PTS for a couple weeks, but broke again before Live, hence why it wasn't caught. It will be resolved shortly.

Art polish on the facility itself is intended to continue through the update, so we're mainly looking for reports on gameplay issues. Any other issues related to the update can be noted here as well.
