They have discussed that idea. There is a possibility they might double all star incomes and costs, and then adjust a few critical things slightly to what would have previously been a half star.
I'm not sure how much it would help, but I like that it's a creative idea that wouldn't really have major downsides.

We nerfed them due to complaints by fans that they were too prevalent and hard to destroy, actually.
