It wouldn't, and this was done for performance reasons.
And you say can spawn up to 5 of them at once? Seems a bit too much if you can just drop that much on an enemy city at once.
That's exactly the point. The amount of Daggers you get is based on the level of the city, so larger cities are much more appealing.
