Uninstallating Modstation and reinstalling it should work. If it's not working, you may be having some other issue.
Most players report not needing to uninstall Modstation. They download the new Install file and just install/update the previous version that way. That's located here: https://forum.worldofwarships.com/topic/259409-all-modstation/
The AI does seem to know the location of the "closest" target and will set up for attacks against it correctly. It isn't allowed to "pull the trigger" if the target isn't spotted, though.

Direct-reward systems don't interact with Clan Base systems like in-game systems such as Containers do. If the reward was 10k Coal, then 10k Coal would be received.
A Ticket could be helpful. CS is able to review Accounts and might be able to pick up on something?
The reload rate is slow compared to other T7 BB's because her salvo weight is enormous. You can use this fun website to quickly compare ships and their characteristics: https://shiptool.st/
Then also check the shell ballistics for that big AP salvo...
You can see that California has a combination of several factors - 2nd highest AP salvo weight, accuracy, range, and ballistics, that all make her an excellent sniper. The tradeoff is that she is slow and that she has a long reload. The reload is slightly worse than Florida and Sinop, though her shells are heavier than Florida's and there is no comparing range/accuracy to Sinop.
If you're not a fan of the heavy-broadside / Sniper style that the American "Standard" Battleships bring, you might enjoy Gneisnau, Prinz Heinrich, or Renown'44 as they are much better suited to close-quarter slugfests.
...Just to further explain what I meant:
When announced in DevBlog #291, the initial form of San Diego had:
HE and SAP ammo, similar to the Austin
8.5 seconds reload, similar to the Austin (which has a base reload of 8 seconds as I recall)
The primary play pattern of the Austin is around use of it's MBRB which has an immense 75% reduction to reload time. That reduces the reload to 2 seconds, which tends to be less than 2 due to players spec'ing for more DPS. So, the Cooldown usage is extremely important to make best use of the burst-window. Without solid consumable use, her threat is greatly diminished.
San Diego's base reload was dropped significantly so that high-skill consumable use is not required for gameplay threat. She's generally a threat, and she can use her lower-than-normal (33% reduction) MBRB to amp herself up during high points. This makes her much less niche and increases the range...

The initial configuration was very representative of a Tier 8 Austin. Then there was an extensive amount of feedback on that topic and the ship was redesigned.
