When a players learns the mechanics that CV is using then they will start trying to use those mechanics against the CV. It can be quite effective and usually requires teammates to overcome. Either your teammates can handle the threat themselves, or you can work with them such that the teammates are spotting/pinning the enemy and you are adding damage because of that. An enemy that has unrestricted movement and knows anti-CV play can be quite hard to deal with alone.
I don't believe I've made specific lesson content for this style of question, but I do have a lot of lesson content about CVs and usage mechanics here:
If you can give more specific examples or replays, that would be helpful in giving more precise answers/responses.

During my time as a CM, I've come to learn how diverse our playerbase is in terms of what it's looking for. We have a PvP audience, a PvE audience, a PvEvP audience, and more. All of those players have individual needs, but our primary mode continues to be Random Battles by virtue of it being the most played mode in our game. We have to balance to what people play as a standard.
In games like Diablo or other games when players build personalized power fantasies and play them out, a big part of the design concept is to enable that power fantasy. Thankfully, bots don't care how often they're slain so players can single-handedly wipe away legions of enemies in pursuit of the power fantasy and that is perfectly ok. That breaks down in games where the primary interaction is PvP-based.

Read moreI do understand your point. You have the Ship XP and Credits to already have the ship, so if you "own" it already than could you attain the Snowflake for it? Further, you could make the case that any player who had enough Free XP and Credits to purchase a ship could already have theoretically ownership of said non-available IJN CLs.
Unfortunately, that is not possible. The IJN CL line has not officially entered the Tech Tree yet, though they should be entering it next patch, I think.
Our Game Designers know about our Seasoned and Unique commanders when designing ships for a nation. These things are factored into their gameplay.
Conversely, when adding a Seasoned or Unique commander, all the ships that are already available have to be considered to make sure that a skill receiving a bonus doesn't result in something that alters the base concept or yields too much capability.
The system you are proposing would be fun as a player, but it's a form of personalized power addition. To a lesser extent, that echoes the concern that was brought up with the Naval Training Center idea which gave players a way to add personalized power.
