You might be talking about German CV Bombers? The reticle is very low, so you will need to look down from your flight pathing to focus on the drop. This can be tricky at first, but it becomes more natural the more you do it~

For those that don't have one of the ships, it's a way to earn a Premium ship for free.
For those that do have the ships, it's up to them if they'd like to play through the mission or not.

My personal guess was that the new spawn points which were introduced in 0.11.11 might have an occasional interaction with Aegis's coding. The issue was elevated several weeks ago and I do believe they found something and are looking into it further. Unfortunately, I don't have an ETA at this time.
If the last ship was received over 1.5 years ago, it could be that the system changed between then and the current version. Container mechanics were formalized in writing late last year, so the bad luck prevention may not line up with the older system.

There have been no changes to Aegis since she was updated for 0.11.8. There have been reported of strange spawning which have been elevated as bugs that are being worked on.
If you have examples of bugs or outlier behavior, please provide description of issue and a Replay for examination.

It means that:
Ship Group A has a 10% of being pulled.
Ship Group A contains Ships A, B, C, and D
25% chance each as evenly weighted (# possible/100%)
If a player has Ship A and C, then...
Ship Group A has a 10% of being pulled.
Ship Group A contains Ships B and D (because A and C are disabled due to being already owned by the player)
50% chance each as evenly weighted (# possible/100%)

Ship Group A has a 10% chance of being pulled regardless of Ships in the group which are already owned by the player.

There is not a "re-roll" as such, because unique items which are already owned are removed from the possible drop table.
Once all unique items are owned, the areas on the drop table which only had unique items would instead be covered by [Compensation].
