Yeah, they're pretty dependant on Citadels to make their mark. Definitely not a first line to learn as a beginner.
I did a Line Regrind and recorded it a while back:

I just wanted to offer that Gun Feeder can be particularly good on German DDs now, especially when you default to HE. Being able to swap dynamically right after you throw a salvo makes it much more likely that you can swap to AP as you identify a target presenting you the opportunity to use it.
I've been playing my Z-52 a lot of late. When I see a DD turning out, I can swap without losing any loading time to AP and score one or two 3-6k damage salvos while they are in the process of disengaging before swapping back to HE without losing any loading time again.
I do recall when I was starting out in the game that I would often see "A/B" and such. That did fall away as pushing central positions on the map tends to result in being shot from both sides of the map. Ships would be effectively flanking themselves and it would get them sunk early.
Most games now see ships heading to both sides of the contested area to fight over/hold the flanks. The flanks develop and are won/lost depending on how ships trade with each other.
