@Edgecase is right, cross-realm play won't work when different servers work on different version , only CIS (RU) gets update first, NA second, then SEA, then EU, and it takes two days, and, in case of emeregncies, can take even more time.
When season is being planned, those days are, of course being taken into accont, and this break is pointed out in the Clan Battles article:
On the other hand, if some techinical problem appears with clan battles on a day when shold be held (for example, this Saturday) - we're, of cours will be considering adding extra days as compensation.
Surely you can get it from daily ones. And no, we didn't reduce the frequency since it doesn't have any time limits so there is no reason for reducing the chances.

Because those market speech is about biggest part of players for which this feature is designed, not about particular players who you can't consider as "regular" ones.
It was never our intention to keep someone in the low tiers plus it's anyway nearly impossible when we speak about someone with millions of Free XP. And we don't think that designing an entire feature just for several very-hardcore players is a good idea.
As I said, you can remove that completely with a flag. I don't see any issues here.
It was changed afterwards since that feature is aimed for experienced players. So we came to a conclusion that players with only two tier X ships should focus on new content: try other ship types and explore new branches.
