The Bonus Packages don't show in the Inventory. Suggestions have been made on that front, but no ETA.

You should be able to click on a Tier 9 ship's Bonus Package area and get the option to "Link" a Bonus Package (meaning you already own one). If a Doubloon price is cited to you, please contact Customer Support to explain the situation.
The bug is only on the PTS. Will update when I have more info.
I don't have all the details, but if we're just assuming Expendable Bonus only you would have made it:
5,459 = 73(.1 x Base XP)
The 73 is 7200% (72) + 1 (Base Earnings)
Solving for Base XP:
Base XP = 5459 / 7.3 = 747.8 Base XP
Assuming a Tier 3 2400% Free XP Bonus with the 747.8 Base XP
Free XP = 25(.1 x 747.8) = 25(74.78) = 1869.5 Free XP
You would have completed the single-mission amount.
There's a condition that limits DD/Sub numbers up to two thresholds, then the condition is removed if the queue surpasses the upper threshold. 45 and 90 seconds if I recall correctly.
Random Battles are Random. Players are assigned teams and then the battle commences.

The account is free to play. The premium time I have was either given during the account wind up or came from a container that was given during the same. I have two back-up sources of Premium Time at the moment which is the 7 WarGaming containers that I'm holding on to for when I need 1 day and I'm primed to redeem the "Science of Victory" which gives a week.
The Tier 3 Free XP Bonus was received from doing daily missions, so even that was well and truly free.
The Gallant was purchased through Coal of which I had 40,000. There was a coupon so it reduced the price to something like 28,000 or so? Having the Tier 6 Premium has been wonderful for Credit grinding in Co-Op as it returns roughly 110,000 Credits per round due to a combination of low Tier 6 service cost and the better credit earning of a premium ship.

Read moreThe graphics cards that are no longer compatible were manufactured around 10 to 12 years ago. If your computer is approximately 12 years old and you would like to test compatibility, the PTS should represent that requirement.
I recorded myself attempting this on stream an hour ago on my Free-to-Play account that I started to test the post-Econ/Camo Separation economy.
Feedback is consistently iterated on. That being said, iteration takes a lot of time.
Typically a development cycle is already set months into the future so freeing up resources to be able to work on something takes time. Further, the iteration needs to have enough weight to displace other issues/projects that are in development in order to take over those resources.
Given the above sense of timeframe,
Something goes live which is a balance decision which is disliked
Information is gathered for a duration of time (few weeks/update cycle or two)
If the issue is pressing, ideation for correction.
Ideation moves to development, coding, testing
Tested larger scale (CST, ST, PTS)
Iterated to Live
The entire process will typically be several months.
