Probably had a Div with a tier 6 & 7. The highest Tier in a Div is used as its baseline so that can make "Faildivs" a thing.
I'm afraid that's not really an option at this point. Huron will be a Tier 7 Commonwealth destroyer similar to but different from her sister-ship, Haida.
But we're not making a Tier 8 ship. We are making a Tier 7 ship.
I myself don’t know much about the New Zealand Navy. Any historical ships that come to your mind?
Part of the reason Haida is a little too good for her tier is that her conceal is head-and-shoulders better than that vast majority of other T7 destroyers. I’d wager that anyone familiar with Haida knows just how strong that makes her.
Huron should be an excellent version of a Canadian Tribal-class that fits within the T7 balance spectrum better than Haida does. Trade crawling smoke for a heal and trade a little concealment for better dpm. Voila! Similar enough for a Haida enjoyer to take out and immediately feel familiar but different enough to have a new experience.

Correct, just raw number of wins is used.
The more you play and win, the more you will encounter other players that have accrued Wins as well. Or, players which are Div'd to make the system see them as more powerful in a matchmaking sense.
Brawls has an element of "Skill-Based Matchmaking" by using the amount of Player Wins in this Brawl season as a rating metric.
Divisions are counted as an increase in power due to common synergy when players div together so you might see multiple divs on one team as a way to increase the power of that team for equalization purposes.
Matchmaker can sometimes substitute in the format of:
Bigger Shiptype but Lower Tier
Example: Team A has a Tier X DD gets matchmade with Team B having a Tier 9 CA.
This can happen during soft-queue restricts and is described in the Matchmaker video.
