Alright, so - speaking balance wise since you asked how much trouble it would be to raise the freeboard 25% (a fair question):
How much would the freeboard have to be raised for the ship to be absolutely worthless?
The Petro's "thing" is it's tankiness. It doesn't have good DPM. It doesn't have reliable accuracy. It doesn't have good HE pen. It has a 15 second radar.
So how much freeboard does it have to have before it's balanced? How much more freeboard until it's so borked that it's not tanky anymore?
These are serious questions. High-comp players don't bring Petro for the dpm... they bring it for that tankiness.

Modstation is not actually produced by Wargaming, but it is one of the mod packs that are approved for use. That being said, the mods inside the pack will sometimes “break” as patches come out if they are not updated by their individual creators.

For example, I believe the battle timer that show show much time is left until one team gets 1000 points is still not working.

It’s possible that this particular mod you’re looking for has not been updated.

The Colorado has 406mm/45 Mk.5 guns
The Kansas / Minnesota have 406mm/45 Mk.7 guns
The AP shell is also updated in the higher tiers from Mk.5 to Mk.5 mod 1

The guns they have now work great. Why do they need to be changed?
Minnesota is a monster in terms of firepower. Sure the armor and speed and reload are low points, but the guns themselves certainly are not.
Kansas... well... I used to hate the Kansas, then the sigma got buffed, so now I don't mind her so much :)
